New Bloom 2015 call to arms
Once again, we’re putting out a call to artists to create items based around the themes of Chinese New Year, Chinese history, and springtime, and submit them to the Dota 2 Workshop to be considered for the next New Bloom Festival. This time around we would like to ask artists to avoid the use of dragons and written Chinese characters, as well any concepts that involve human skulls, blood and gore. Additionally, to have the best chance of having your work make it into the game, please be careful not to mix cultural concepts in your designs, such as traditional divisions between the dress of children and adults, warriors and civilians and upper and lower classes. Also, our workshop particle process is due to be reworked, so please refrain from using custom particles in your submission.
Remember to mark your submissions with the “Spring2015″ tag when placing your items on the Workshop. All submissions must be on the Dota 2 Workshop by January 19th. To everyone else: remember to visit the workshop and vote through your queue to make sure your voice is heard.
Also, the excellent people at WeLoveFine are hosting a contest for Dota 2 merchandise designs for the New Bloom Festival, so if your talents lean toward creating awesome swag, they’ll have you covered.

Future changes and Frostivus

As DotA team mentioned in September, there are a number of features in the works for Dota 2 that we’re really excited to share with you. Among them is a major improvement to Dota 2’s engine that we are aiming to release in the first half of next year. One of the main features in this engine improvement will be the ability to rapidly create entirely new game modes. You’ve seen some of this work with the Dota 2 Workshop Tools Alpha that began earlier this year. In the past, our Diretide and Frostivus updates contained game modes that were very time consuming to build and maintain, and would need to be rebuilt from the ground up after the release of the engine update.
With Diretide this year, we decided that it didn’t make sense to build another one of those resource-intensive game modes, for two reasons. The first was that the mode would quickly become obsolete when the engine changes arrive, and the second was that building it would have taken resources away from the work that needed to be done to ship the engine change itself. Now that Frostivus is on the horizon, we find ourselves facing a similar choice and, after some thought, we believe that once again the right choice is to not develop a Frostivus game mode.
This doesn’t mean that you won’t see interesting updates from us before the engine improvement goes out next year. SUBSTITUTIONS
• The tournament official or referees must be informed if any substitutions are to be done.
• Teams are allowed to substitute twice only in the tournament.
• Substitutions can only be done before or after a match is done and not during.
• The substitute player must be registered with the team prior to the tournament starting.
• The substitute player for the team must not be playing for any other team in the tournament.RESTRICTIONS
• The sharing of basic regeneration items, consumables, and gems are allowed. Items shared may not be kept or used for any other purpose (ie reselling).
• It is not allowed to purposefully suicide to drop item for another player.
• It is not allowed to block his own creeps with the help of spells. It is only allowed to use hero model to intercept creeps.
• Backdooring is allowed.
• Any cheats, hacks or exploits are illegal and not allowed in play.DISCONNECTIONS
If any player disconnects during a match, the game will be paused (default is F9) until the player has reconnected. Pausing is not used for any other reason.SERVER CRASH
• In the case of a server crash, the game can be continued from the latest save. The person who hosted the lobby for the match will have the option (game setup option) to load from a save file when they host again. The save file is generated every minute in the background.
• In the unlikely event that the reload does not work, the game will be replayed with the same exact hero picks and lane movements until the first creep wave of the Radiant and Dire side meets.CONDUCT
• Competitors will conduct themselves in a reasonable manner, maintaining a friendly and polite demeanor to spectators, competitors, members of the press, tournament staff, and to other participants of the event.
• Competitors must remain quiet when inside the designated tournament area. Talking is permitted, but must be kept at a reasonable level, and away from other competitors. It is strictly forbidden for spectators to communicate with a player while he or she is competing.
• Competitors will refrain from the use of vulgar language during the entire competition. All rules of conduct also apply to chatting through the game console.
• Competitors are expected to compete in a professional manner. Throwing a match, halting play without cause, or showing a flagrant lack of effort will be construed as a violation of player conduct, and will result in match forfeit and disqualification from the tournament.
• The board of referees has the right to disqualify and dismiss any registered player from the tournament, at their discretion, at any stage of the tournament, for any reason, with no prior warning to the player.Cheating and Exploits
EXPLOITS
The following game/map exploits are specifically prohibited: Exploiting game or map bugs/glitches/flaws ("exploits") for the purposes of gaining an unfair advantage is prohibited. Exploits that are not specifically named here are still prohibited but will be dealt with on a case-by-case basis.
There are currently no exceptions.THIRD PARTY SOFTWARE
The use of any third-party addons, hooks, programs or wrappers that interact with or alter the Dota 2 client, its appearance or behaviour for the purposes of gaining an unfair advantage is prohibited. Players and teams caught using such addons will, at the discretion of the tournament administrators, be removed from the tournament and forfeit any prizes awarded by their position.
Execeptions: Third party voice communication software such as (but not limited to) Ventrilo, Teamspeak and Mumble are allowed.
IMPERSONATING AN ELIGIBLE PLAYER
Impersonating an eligible player by attempting to alias as them, using their Steam account or by any other method is prohibited and will result in the aliasing player and the player they are aliasing as being removed from the tournament.
If a team is caught for aliasing twice, be it in the same match or in different matches, the entire team will be removed from the tournament and forfeit any prizes awarded by their position.Punishment and Disputes
DISPUTE
The dispute process has been set up for team captains to report teams and/or player(s) that may have broken the rules of the tournament
Tournament administrators may initiate a dispute if they witness a team in breach of the rules during the course of administrating a match.LODGING A DISPUTE
Team captains must lodge disputes within forty-eight (48) hours of match completion.
To lodge a dispute, a team captain must submit a private message to a tournament administrator.
When lodging the dispute, please include all relevant information and evidence to support the allegation.
Disputes lodged with insufficient supporting information and/or evidence will be closed without an investigation being opened.
PROCESS
Once a dispute has been lodged and received by the administrators, disputes will be handled in a three stage process:
1. Checked for Merit: The administrators will assess the submitted evidence and make a determination whether there is sufficient evidence presented to support an investigation into the dispute. If it is determined that there is sufficient evidence, then the dispute will move onto the next stage, otherwise the dispute will be closed and no further action will be taken. (Up to 12 hours)
2. Administrator Investigation: The administrators will investigate the lodged dispute and may request additional supporting evidence such as POV demos. (Up to 24-48 hours)
3. Deliberation and Ruling: Once the dispute has been investigated, the administrators will deliberate (up to 24 hours) and make a ruling. The ruling will be posted and 'stickied' in the disputes sub-forum and an announcement made. All rulings are final. (Up to 24 hours)Forfeits & Defaults
By accepting an invitation to this tournament, participants are making a commitment to attend all scheduled contests. It is with this commitment in mind that the following policy regarding forfeits has been designed.
Forfeits
STANDARD MATCH FORFEITS
Any team that fails to appear for any scheduled Standard Match will be charged with a forfeit. Similarly, a forfeit will result when a team does not have the minimum number of required players in the time allocatted to start a match. A Standard Match forfeit will count as a loss. Standard Matches include any match that is not a quarter-final, semi-final, grand final, play-off or special match.
Please contact a tournament director for match type clarification.
FINALS MATCH FORFEITS
Any team that fails to appear for a Finals Match or indicates an inability to appear prior to a Finals Match, including but not limited to, quarter-finals, semi-finals, grand finals and play-offs, will be charged with a forfeit.
Similarly, a forfeit will result when a team does not have the minimum number of required players in the time allotted to start a finals match. A Finals Match forfeit will count as a loss and incur immediate expulsion from the tournament including forfeiture of all tournament prizes that would have been awarded by their end placing or position.
Individual players of a forfeiting team will also become ineligible for tandem awards upon a Finals Match forfeit. This policy will be strictly enforced.
In an effort to avoid match forfeits, please take advantage of player exceptionsREPEATED MATCH FORFEITS
Any team that forfeits two Standard Matches during the course of the tournament will forfeit all tournament prizes that would have been awarded to them by their end placing or position.
